The Free Mover programme is dedicated to international students who do not participate in an exchange programme, such as Erasmus or an agreement between universities, but choose on their own initiative to attend courses at the University of Pisa by independently organizing their study period in Italy.
Who can participate?
In order to participate you must:
- possess a non-Italian citizenship;
- have obtained a high school diploma overseas OR
- be enrolled in a degree course at a foreign university OR
- have obtained an academic degree from a foreign university.
For how long?
Applicants to the Free Mover programme have the possibility to choose single courses of a bachelor’s, master's degree or long-cycle degree course for one semester or one academic year with the following limitations:
- Courses up to a maximum of 30 credits can be requested for one semester
- Courses up to a maximum of 60 credits can be requested for one academic year.
Deadlines for submitting the application to participate in the Free Mover programme
FROM 1 TO 30 JUNE 2024
- For the request to attend courses of the first semester (September 1st - February 1st)
- For the request to attend courses for one academic year (September 1st - July 31st)
- For the request to attend courses of bachelor’s degree in english "Management for Business and Economics" (check the information in the Special Cases section below)
FROM 1 TO 31 OCTOBER 2024
- For the request to attend courses of the second semester (February 1st - July 31st)
Costs of the Free Mover programme
- Enrolment fee for one semester: 416.00 euros
- Enrolment fee for one academic year: 716.00 euros
Enrolment procedure
Applicants have to:
- choose the courses of interest on this portal of the University of Pisa;
- fill in the application form for the Free Mover programme;

It is possible to choose courses belonging to bachelor's, master's and long-cycle degree programmes bearing in mind that:
- enrolment in courses belonging to restricted-access study courses is subject to prior authorization by the Council of the relevant study course;
- enrolment in courses belonging to free access study programmes requires prior checking of the application form by the International Office.
Applicants who will be admitted to the Free Mover programme will receive a letter of acceptance to the email address they have indicated in the application form.
In case the candidate admitted to the program is in possession of a Non-EU citizenship and needs Visa type D for study reasons to enter Italy, before being able to enroll at the University of Pisa through the Alice portal, the candidate will have to register and pre-register on the Universitaly ministerial portal by uploading, in addition to the required documents, also the letter of acceptance to the Free Mover programme.
Once the University of Pisa has evaluated and validated the pre-enrolment application on the Universitaly portal, the candidate can contact the competent Italian diplomatic office, which he/she will have indicated on the Universitaly portal, in order to proceed with the study visa request. The University of Pisa cannot enrol Non-EU citizens who have entered Italy with a tourist visa on its courses.
ARRIVAL IN ITALY
Non-European citizens, if without a second EU citizenship, must apply for a residence permit within 8 working days of their entry into the national territory.
To enrol in individual courses as a Free Mover it is necessary to register online at the Alice portal by entering your personal data and then make an appointment with the WIS! service (Welcome International Students!) via electronic agenda.
At the time of enrolment, the following documentation must be presented:
- copy of passport or identity card;
- residence permit or copy of the postal receipt certifying the forwarding of the request for the release of the permit (only for non-EU citizens);
- receipt of payment of the university fee of €416 for enrolment in one semester or €716 for enrolment in the entire academic year;
- ONE of the following documents translated into Italian or English:
- if you have a high school DIPLOMA: certificate of graduation issued by the foreign school on letterhead stationery;
- if you are ENROLLED IN A COURSE OF STUDY in a foreign university: certificate of enrolment issued by the foreign university on letterhead stationery;
- if you are a GRADUATE from a foreign university: degree certificate issued by the foreign university on letterhead stationery.
Knowledge of the Italian language
For access to courses in italian through the Free Mover programme, certification of knowledge of the italian language is not required as in the case of enrolment in a study programme, but at least level B1 competence in the italian language is strongly suggested in order to follow the courses with profit and relate to the city context.
The University Linguistic Center (CLI) organizes italian language courses from a basic level (A1) to an advanced level (C1) which free mover students can attend by paying a discounted rate.
Exceptional cases

Bachelor's degree course in English in Management for Business and Economics
The bachelor’s degree course in english with restricted access "Management for Business and Economics" has limited access to its courses to a maximum number of 4 participants in the Free Mover programme per academic year.The degree course will evaluate applications for admission to its courses and admitted candidates will be notified in August.
Master's degree course in Veterinary Medicine
The Council of the Master's degree course in Veterinary Medicine has decided (resolution n. 89 of 07/10/2014) not to participate in the Free Mover programme because it only admits students who have passed the admission competition in Italy or who have applied for transfer from other italian offices.

Bachelor's degree course in Tourism Sciences – Master's degree programme in Planning and Management of Mediterranean Tourism Facilities
Free Mover students who will be admitted to the degree course in Tourism Sciences and the Master's degree programme in Planning and Management of Mediterranean Tourism Facilities, in addition to enrolment fees for the Free Mover programme, will have to pay 25 euros for each training credit for supplementary services provided by the Lucca Campus Foundation.

Master's degree course in Dentistry and Dental Prosthesis
The Council of the Master's degree course in Dentistry and Dental Prosthetics has decided (resolution n. 4 of 10/10/2014) not to accept Free Mover students, as they are not affordable by the degree course.

Long-cycle degree course in Primary Education Sciences
The Council of the long-cycle degree course in Primary Education Sciences has decided not to participate in the Free Mover programme due to the peculiarities of the qualifying training course.

International Programme in Humanities (IPH)
The courses of the International Programme in Humanities (IPH) can not be attended through the Free Mover programme.
Rights, duties and services
Free mover students will have to personally find accommodation during their stay in Pisa.
The student of the Free Mover programme:
- has the right to take exams and acquire the related training credits (ECTS);
- will have to personally organize the stay in Pisa (food, lodging, health assistance, etc.);
- can use the same services as students enrolled at the University of Pisa (access to university libraries, IT services and university canteens);
- can not apply for the scholarship provided by the regional company for the right to study because it is reserved exclusively for students enrolled in bachelor’s, master's and long-cycle degree programme at the University of Pisa.
Enrolment in the Free Mover programme cannot be repeated beyond the reference academic year and does not entitle to the issue of any final qualification. Those who are interested in obtaining a bachelor’s, master's or long-cycle degree from the University of Pisa must enrol in a study programme and follow the procedures and deadlines established by Italian law with reference to their citizenship, type of residence and stay on the national territory which can be consulted on the related web page Enrolment.
Possible subsequent enrolment in the study courses of the University of Pisa
Students of the Free Mover programme with Non-EU citizenship who hold a type D residence permit for study purposes and who, at the end of their period of study, wish to enrol in a bachelor’s, master's or long-cycle degree course of the University of Pisa, they can only do if they already have a STUDY Visa called STUDIO/IMMATRICOLAZIONE Università. Those who will be in possession of the required Visa will be able to request direct enrolment (without the passage of the pre-enrolment on the Universitaly portal to the bachelor’s, master's and long-cycle degree courses of the University of Pisa, after checking the required documentation, according to the legislation in force and according to the admission procedures and deadlines established by the respective study programmes.
